The problem is an amendment that Mr Byrd tacked on to this year's agriculture-appropriations bill in the committee to thrash out differences between the House and Senate.
Yet this time around, Mr Skeen spoke out against Mr Byrd's amendment and suggested that, by changing the treatment of the duties, it might trespass on other House committees' affairs.
