The decision was a defeat for the quasi-governmental Jewish Agency, established during theperiodof Britain's Mandate Palestine to promote Jewish immigration and settlement there.
However, Poland managed to ensure that the negotiating mandate included a ten-year transition period before new voting provisions were introduced for the Council of Ministers.
