Consumers can reduce the amount of water through direct action - by applying a water-saving showerhead, shutting offthetap during teeth brushing, by not disposing of medicines, paints or other pollutants down the sink etc.
This works well as long as capital markets are liquid, but not when the credit tap is turned off, as happened in 1998 after Russia's sovereign-debt default.
