White House Chief of Staff Leon Panetta avoided a direct response Sunday to Li's warning and refused to say whether the United states would send forces through the Taiwan Strait.
Mr. Li will hold talks Sunday with Indian Prime Minister Manmohan Singh and Sonia Gandhi, president of the country's ruling Congress party, before traveling to Mumbai, the financial capital.
