These are papers from the EU which have been referred to the full HouseofCommons by the European Scrutiny Committee, and this latest group cover the reform of the EU Court of Justice, the draft budget and the EU Human Rights Strategy.
For now, until there is any legislation to set up a referendum or ratify a new treaty, the debate is one for pamphlets and policy papers, not detailed scrutiny and votes on the floor of the HouseofCommons.
