  对这三种累犯在量刑上、行刑上区别对待；同时增设不满18周岁的未成年人不构成累犯，把社会危害性极大的毒品犯罪、黑社会性质组织罪和恐怖组织罪列入特别危险累犯的范围，与危害国家安全罪并列，特别予以预防；笔者还建议引入美国的“三击出局”法案，以彻底预防那些人身危险性极大的犯罪分子，使之与社会彻底隔离；最后笔者还建议增设三种虽然是犯罪但不按累犯对待的例外情况即：一是行为人为正当防卫、紧急避险而实行过当构成犯罪的；二是犯罪后自首又有重大立功表现的；三是共同犯罪中的胁从犯；本文共分四章：第一章：累犯概述。
