This is a shift from the Bank's previous public position, because the governor had previously suggested that liquidity from the Bank should indeed come with "strings attached" in the form of a relatively high interest rate.
After WaMu's collapse, Wall Street frantically started looking for who would be next, and looked to those banks that were paying the highest rates for bank deposits, believing that to be an indication of those with a low liquidityposition.
But MBf Finance apparently does not fulfill some of the other conditions of the central bank's CAMEL formula -- capital adequacy, asset quality, management efficiency, earnings performance and liquidityposition.
