In practice, however, it is a formula for condemning America's armed forces to operating obsolete equipment long after its useful servicelife is ended -- and inviting others to perceive and perhaps to act upon exploitable weaknesses on the part of the United States.
The results come three years after the Government's National Service Framework for Long-Term Conditions, which pledged to improve quality of lifeand independence for people living with chronic conditions.
