高阳市在1919年建立，当时日本殖民政府从京城府的8个面及杨州郡的1个面组成高阳市。但其实早在高句丽时代已有人定居。高阳市本来是高峰县及德阳县两个县。在朝鲜太宗13年（即1413年），从两县建市，并从每个县的名字里抽取一字作市的名称结合，成为高阳郡。1992年从高阳郡升格成为高阳市。
