静止板块（inactive plate）又称不活动板块。在当前或地质历史上没有发生过显著位移的板块。要准确判定某一板块是静止不动的实非易事。这里所指的“静止”实际只具有相对性，即对某一个参照系而言该板块可能是静止的，而相对另一个参照点，它又可能是活动的。
