社会评价是指分析投资项目对实现社会目标方面的贡献的一种方法。社会目标包括经济增长目标和收入的公平分配等。经济增长是指国民收入的增长。社会评价以经济增长为目标，即是追求国民收入的最大化。收入的公平分配是指项目所产生的国民收入在时间和空间上实现合理的分配。时间上的分配是指在现在和将来之间的分配，即在消费和积累(再投资)之间的分配；空间上的分配是指在各收入阶层和各地区之间的分配。
