改革开放以来，以工业化为依托的城镇化出现了环境污染严重、生态系统退化等诸多情况。十六大以来，在科学发展观指引下，生态文明建设摆上重要议事日程，十八大报告首次专章论述生态文明，必须把生态文明建设放在突出位置。旅游作为无烟产业和绿色产业，在生态文明下的城镇化建设过程中被寄予厚望。生态旅游规划可以降低能耗和物耗，保护和修复生态环境，实现绿色发展、循环发展、低碳发展，推进新型城镇化，最终促进美丽中国的实现。
本文对湿地生态旅游规划基本问题作了阐述。
