海洋初级生产力是指浮游植物、底栖植物（包括定生海藻、红树和海草等高等植物）以及自养细菌等生产者通过光合作用制造有机物的能力，也称为海洋原始生产力。一般以每天（或每年）单位面积所固定的有机碳（或能量）来表示。海洋初级生产力是最基本的生物生产力，是海域生产有机物或经济产品的基础，亦是估计海域生产力和渔业资源潜力大小的重要标志之一。
