径流调节，是指通过修建水库，重新分配不同季节河流流量(蓄洪济枯)，改善枯水季节河流通航条件的一种工程措施。 河川径流具有年内、年际变化很大的特点，并且地区分布也不均匀，无法满足国民经济各部门的用水要求，这就要求通过水库对天然径流在时间和空间上进行重新分配，以适应需水要求，称为水库的径流调节(也称为枯水调节、兴利调节)。
