为工程勘测设计与施工所进行的水准测量。一般分为：（1）建立高程控制网，供工程勘测设计和施工用；（2）线路水准测量，测定沿某一线路的地面高低起伏，供纵断面设计和施工用；（3）面水准测量，测定某一定面积内的地面高低起伏，供土方工程的设计和施工用。其测量的精度按工程的要求来决定，一般相当于或低于四等水准测量。
把全站仪三角高程的测量原理运用到城市管道工程的建设中，可以代替传统的用几何水准测量高程的方法。
