实际联系原则是指只就与常设机构有实际联系的所得进行征税的原则，亦称“归属原则”。只有那些非居民通过常设机构的活动实现的营业利润，以及与常设机构的活动有关的其他所得，可归属于该常设机构利润的范围，由收入来源国课税。依据这一原则，非居民企业未通过常设机构而取得的营业利润和与常设机构并无实际联系的其他所得，应排除在常设机构的利润范围之外。
