功能成本是价值工程中以产品或零部件的各功能为对象所计算的成本。它有两种形式：一是功能的实际成本或成本; 二是功能的目标成本或最低成本。后者又称为“功能评价值”。一个功能由一个零部件完成时，该零部件的成本即为该功能的成本，一个功能由几个零部件完成时，这几个零部件的成本之和即为该功能的成本，几个功能由一个零部件完成时，根据各功能的重要程度、复杂程度等具体情况，采用一定的方法将零部件的成本分摊于各功能，而得到各功能的成本。
