简介 公民投票（又称全民公决，简称公投）是指公民就被提议之事案，表明赞成与否时所举行之投票，简称公投。公民投票是一种直接民主制的体现。 英文当中，公民投票的用语有两个，“referendum”和“plebiscite”。两者意思相近，一般来说可以互相替换。如果要区别，plebiscite较常用来指对于主权方面的决定，比如说国界或新宪法。 公民投票在台湾地区宪法当中，称之为“复决”。而两者在中文当中的语意，通常是指对事案进行的投票而言，与英文referendum的包含范围有些微差异。一般认为罢免也算是referendum的一种，而referendum的可投票者也有可能并非以公民为资格。
