公共服务体系主要是指以政府为主导、以社会团体和私人机构等为补充的供给主体，为公民及其组织提供基本而有保障的公共服务为主要目的而研究建立的一系列有关服务内容、服务形式、服务机制、服务政策等的制度安排，最主要表现为政府主导、社会参与与体制创新。公共服务体系的完善建立对于社会和谐、稳定，对于企业的健康发展、国际竞争力的增强，对于节约社会资源、提高服务效率等都具有非常重要的意义。
