After the third US mad cow was found in 2006, the USDA cut testing from 300, 000 animals to only 40, 000 a year. (out of 37 million slaughtered) And only 5000 downercows are tested out of the 1 million downercows rendered into animal feed each year.
Kerry called for all "downer" cows -- those unable to walk into the slaughterhouse -- to be tested and not allowed into the food supply until certified as disease-free, as some other countries have mandated.
