Communal riots happen in alot of countries so I dont think India should be singled out for that although the muslims did start the Gujarat riots in essense.
As I was implying in the paragraph above say you do pick an elf (so long as they dont look like the Non-blue Navi from Avatar), humans should be less likely to trust or give you quests.
