abstract:Cyber electronic warfare (cyber EW) is any military action involving the use of electromagnetic energy to control the domain characterized by the use of electronics and the electromagnetic spectrum to store, modify, and/or exchange data via networked systems and associated physical infrastructures.

In these areas, sophisticated adversaries will use asymmetric capabilities, to include electronic and cyberwarfare, ballistic and cruise missiles, advanced air defenses, mining, and other methods, to complicate our operational calculus.
Their approaches include deployment of significant arsenals of more precise ballistic and cruise missiles to neutralize U.S. and allied airbases and related infrastructure, create sophisticated multilayered integrated air defense systems, and invest in electronicwarfare and cyber capabilities to attack or neutralize U.S. ISR, command and control, and precision-strike capabilities.
Carter said the budget reductions would have a devastating effect on a number of Pentagon programs, but continued investment in offensive and defense cyber operations would continue, along with unmanned systems, space capabilities and electronicwarfare.
