The cross-party committee said a number of former ambassadors had stressed the importance of speaking the local language when posted abroad, one suggesting any downgrading of linguistic competence would be a "terrible mistake".
The opening ceremony on 19 February will be chaired by a representative of the UNESCO Assistant-Director General for Education in the presence ofAmbassadors and permanent Delegates to UNESCO of the participating countries and of the Task Force Steering Committee members.
