The Central Bank has made it clear that addressing supply-side bottlenecks is not its job, so we expect no major changes unless and until a sustained recovery ininvestments is on the horizon.
It could be also be argued that the system has so far helped companies to make superficial, time-buying changes rather than the longer-term investmentsin technology that would allow them to reduce dependence on dirty fuel more fundamentally.
