The officers observed Mr. Graham fidgeting with his waistband and spotted what looked like the butt of a gun prompting one officer to warn his partners that the teen was armed, according to an account from New York Police Commissioner Raymond Kelly shortly after the Feb. 2 incident.
"I've been working my butt off on that for the last year, " he declares, noting his lobbying efforts as an officer of the industry's trade association.
