Rangel is trying to make a point, that if the - as he puts it - the sons and daughters of members of Congress or the people in their districts were in danger of being killed in Iraq that they would be far more cautious about going to war.
He argued that if the minutes were published "cabinets are likely to be more cautious how they approach the matter in the cabinet setting" when it came to "war and peace decisions".
