目前，理论界对财政风险（Fiscal Risk）有不同定义：一种提法是，一般而言，所谓财政风险是指政府不适当的财政活动或财政行为（作为事件）给政府本身，给政府进一步的财政活动以及给社会经济带来的各种潜在危害的可能性。另一种提法是，“财政风险是专指财政领域中因各种不确定因素的综合影响而导致财政资金遭受损失和财政运行遭到破坏的可能性。”
