Before you can publish the service, you need to specify one or more names, descriptions, and categorizations for the service.

Specify the name and description for the new change set, as shown in Figure 14, and click OK.

You will then be able to specify the name, package, and location of the BPEL file that describes the business process, as indicated in the following figure.
