地产代理监管局，是根据香港法例中的《地产代理条例》第511章，在1997年11月成立的香港政府法定机构。 其主要职能包括规管香港地产代理的执业；推动业界行事持正、具备专业能力；以及鼓励行业培训，提升从业员的水平和地位。 监管局举办资格考试、审批个人和公司牌照、处理对持牌人的投诉、执行巡查工作，以及对违反《地产代理条例》的地产代理从业员施行纪律处分。
在1998年，新成立的地产代理监管局(监管局)经咨询地产代理业及公众意见后，制定了地产代理的发牌规定及执业指引。
