由于移动通信系统采用蜂窝结构移动台在跨越空间划分的小区时必然要进行越区切换。即完成移动台到基站的空中接口的转移以及基站到网人口和网人口到交换中心的相应的转移。在第一和第二代移动通信系统中都采用迫使通信容易中断的越区硬切换方式。3G系统将在使用相同载波频率的小区间实现软切换，即移动用户在越区时可以与两个小区的基站同时接通只相应改变扩频码。即可做到”先接通再断开”的交换功能从而大大改善了切换时的通话质量。
