金溶,字广蕴,顺天大兴人,清朝官吏。雍正八年进士,以刑部员外郎擢山东道监察御史。高宗即位,诏求直言,溶上疏言安民五事:一曰开垦之地缓其升科;二曰带徵之项宜加豁免;三曰关税正额之外免报盈馀;四曰州县殿最首重民事,不以办差为能;五曰巡狩之地崇尚朴素,不以纷华取媚。当是时,上命翰詹科道各进经史摺子,溶又上疏曰:“头会箕敛以裕囊椟者,匹夫之富也;轻徭薄税使四海咸宁者,天子之富也。易卦:损下益上,上益矣而反名损;损上益下,上损矣而反名益。盖谓百姓足君孰与不足,百姓不足君孰与足,圣人制卦之意可深长思也。”
