边章，凉州金城人，汉末凉州军阀之一，本名边允，因造反被汉朝通缉，遂改名为边章，官至新安令。 早年与同郡韩遂俱著名西州，朝廷封为为督军从事。 中平元年，凉州宋扬、北宫玉、李文侯等反，推举边章、韩遂遂为首领，杀刺史郡守陈懿起兵反叛，拥兵十多万，先后连败皇甫嵩、张温、董卓、孙坚等名将，汉王朝天下为之骚动。 中平三年，韩遂发动兵变，边章与北宫玉、李文侯等叛军首领都被杀死，边章也结束了短暂辉煌的叛军之旅。
