商末周初年史官。原事商王纣，西周道家，已知最早的道家人物之一。西汉国家藏书目录《汉书·艺文志》，在“道家”类中著录有辛甲所著《辛甲》二十九篇。班固注曰：“纣臣，七十五谏而去，周封之。”尝向纣七十五谏，纣不听，方去而至周。复由召公奭推荐，任周太史，受封于长子(今山西长子县)。曾倡议百官群臣各献箴言，劝王行善补过。今存“虞人之箴”(见《左传襄公四年》)。
