莫军，1945年10月生，男，壮族，广西武宣县通挽乡人。曾在武宣县公社和县委办公室工作。1977年调到广西自治区党委办公厅，历任办公厅副主任，人事厅副厅长、人事厅厅长。后任南宁市市委书记。
