吴城，字敦复，号鸥亭，清朝浙江钱塘人，吴焯之子。生卒年均不详，约清世宗雍正末前后在世。为监生。好聚书，搜求校勘，数十年丹黄不去手。乾隆十六年（1751）高宗南巡，城与厉鹑同作《群仙祝寿》及《百灵效瑞》二剧本，《曲录》演以迎驾总名《迎銮新曲》。
