In a victory speech delivered from the balcony of the presidential palace flanked by the newly-elected Marisabel (in a scene eerily reminiscent of Argentina's Perons) Mr Chavez said that the new constitution would incorporate two powers in addition to the conventional executive, legislative and judiciary.
