Conservative peer and former RSPCA chair Baroness Fookes said the organisation had long-supported compulsory registration of dogs as the solution "to manifold problems".
During questions on 24 July 2012, Baroness Fookes asked ministers what representations they had made to the Public and Commercial Services (PCS) Union about the proposed strike on the day before the opening of the 2012 Olympic Games.
