The Zimbabwe Electoral Commission (ZEC), whose chairman is a presidential loyalist, announced procedural changes that could make it easier to rig the result.
For one thing, it has been reported that the vote-count will now be done at the ZEC's headquarters in Harare, the capital, rather than at polling stations in the constituencies, where opposition monitors would have had a better chance of vetting the local counts.
