He was a board member of a packet analysis company called Narus and, a year after two Narus engineers left to start Skyrider, he joined them as chief executive in 2005.
Other western firms have recently come under scrutiny for similarly providing censorship and spying gear to authoritarian governments: Narus, a cybersecurity and digital surveillance subsidiary of Boeing, was found to have sold technology to the Libyan government.
