段汉明，男，1954年生，1978年毕业于西北农业大学水利系水工建筑专业，后一直从事城市规划设计和城市规划管理工作，1993—1996年任陕西省汉中市规划设计室主任，1995年5月晋升高级城市规划师。1996年11月调入西北大学，1997年转为副教授，硕士导师，注册城市规划师。2003年晋升为教授，博士生导师。
