成英，正德三年 （1508年） 进士。最初在河南省内任知县、行取御史多年，因政绩著称而全省闻名。他执法如山，不徇私情，打击豪强，改革弊风，洁身自好，清廉俭朴。由于功高名著后出任山东巡按副使。当辞官回乡时，家里经济状况并没因他多年为官而有所改变，家中耕地没增一亩，房没加一间。他出门办事，向来不坐车轿，无论辈分高低、身份贵贱，都以礼相待。谈话中，从不揭人短处，总讲别人好处。他们亲戚、家族如遇婚丧嫁娶之事，乡亲们来帮忙的人非常多。
