慧成，清朝大臣。满洲镶黄旗人。姓戴佳氏。道光十六年(1836)进士。改翰林院庶吉士。二十年(1840)累官署理藩院左侍郎。二十一年，充殿试读卷官，与大学士王鼎赴河南查办祥符决口事。二十二年，署东河河道总督。二十三年，因中河厅九堡堤塌陷百余丈，革职留任。二十五年，大工合龙，以六部员外郎用。咸丰二年(1852)，复官，署四川总督。三年，率兵赴江南淮、扬一带防太平军，督兵攻江南扬州府，旋授闽浙总督。在瓜州为太平军所败，革职带罪自效。
