But Travis Tygart, chief executive of Usada, said elite events have traditionally taken priority.

In December, Mr. Armstrong told Mr. Herman he would meet with Mr. Tygart anyway, this person said.

Tygart said the five other people, formerly associated with the U.S. Postal Service pro cycling team, are three team doctors and two team officials.
Tygart said amateur track and field competitions, archery events and even the Pikes Peak marathon have paid to have Usada testers on race day.
Chief executive officer Travis Tygart said Armstrong was granted a two-week extension to Wednesday's deadline to tell the USADA whether he will help or not.
When Mr. Herman pushed back, Mr. Tygart called the meeting off.

Speaking to 60 Minutes Sport, to be broadcast in the US on Wednesday, Travis Tygart said the offer was a "clear conflict of interest" and quickly rejected.
"Fraud and other crimes were committed, " Tygart wrote, telling Holder that the case involved drug trafficking, federal witness intimidation and that other federal agencies have gathered more information.
"Lance's commitment to the truth and reconciliation process is firm, despite the attempt at piling on through more appearances by Mr. Tygart on '60 Minutes, '" the lawyer wrote.
Armstrong has talked with USADA officials, and a meeting with Tygart near the Denver airport reportedly ended in an argument over the possibility of modifying the lifetime ban.
"USADA only initiates matters supported by the evidence, " Tygart said.
On the other hand, Mr. Tygart said his organization was helped greatly by the Drug Enforcement Agency's "Operation Raw Deal, " which led to new intelligence on doping by American athletes.
Mr. Tygart told Mr. Armstrong that he had already had his chance to come clean, and that, at best, if he gave full cooperation, the ban would be eight years.
Armstrong maintains he has never tested positive for performance-enhancing drugs and has said USADA and its CEO, Travis Tygart, are out to get a "big fish" to justify the agency's existence.
