"I think it should be implemented by the incoming Westminster government, preferably before the next assembly elections, " he added.
But London controls the census for Wales, and the Assembly can only ask Westminster to change the forms.
But it is unlikely the Treasury will bow to demands to overhaul the way the National Assembly is funded by Westminster in order for the administration to dip into the financial markets.
