The Center believes that the Bingaman-Shelby amendment and other efforts designed to deny the nation and President Bush the opportunity he has called for -namely to make a decision on deployment of an effective SDI system by 1992 dictate a veto of any legislation to which they are attached.
John Lenhart, a consultant with Plastipak Packaging in Jackson Center, Ohio, and an officer with the Sidney-Shelby County Chamber of Commerce, said any bailout should have strong strings attached.
