By any metric, and there's a debate over which is the right one, state and local governments haven't setaside enough money to cover pension or retiree health-benefit promises they've made to their workers.
If public pensions aren't being entirely truthful about how they invest taxpayer money that has been setaside for public sector employees, the SEC should hold them accountable.
