Serve the interests of truth (through public disclosure) and keeping their commitments (to protect trade secrets or other data they hesitate to share).
While Senators and Congressmen respond to the voters in their states and districts (hopefully with an eye to broader interests), the President, his Cabinet, and the bureaucrats under them should serve the American public at large.
