In 1993, Israel and the Palestine Liberation Organization signed a peace agreement outlining a plan for Palestinian self-rule in the occupied territories.
The PA's ability to build a proper state still depends on Israel's withdrawal from the land it occupied after the 1967 war and on negotiations with Israel leading to Palestinian self-rule and sovereignty.
But that does not mean they would oppose armed action against Israeli soldiers or settlers in the occupied territories and there are guns by the hundred at large in the self-rule areas.
