As well as an independent chairman, the report calls for independent directors to form part of a 12-man voting board: The chairman, four directors representing the full members, two representing the associate members, two independent directors from inside the game and three independent directors from outside the game.
He was particularly critical of any attempt to bring in a "European coastguard" however the report was approved at the daily voting session on 21 October 2010.
The report also criticizes local election supervisors in counties hardest hit by voting problems, saying they showed a "lack of leadership" in protecting voting rights.
The report also contained some controversial recommendations: It asks all broadcast and cable networks to refrain from projecting the outcome of presidential voting in any state while polls remain open anywhere in the contiguous 48 states.
