The figures help explain why interest rates are so muchhigher on credit cards, and other forms of unsecured loans, than on mortgages which are secured on borrowers' property.
In part, that was because at the lower tax rates the higher income earners took so much more of their incomes in more flexible taxable income rather than in tax exempt forms.
